It doesn't matter what OS you're using. As long it has an assembler and/or a compiler. I for example use Linux for developing my OS.

I'm using NASM as assembler. I'm thinking of moving to FASM, but I'm not sure. (so my OS is written in Assembly ;-) )

BOS, was written with nasm to start with, but has now bean converted to fasm.

To code for not much, but when making a OS, fasm is better because, if you want to port the assembler to your OS, if you use nasm you would need to port gcc, which is big, to port fasm is a lot easier as its self assembling and a lot smaller, there also a chapter in the manual to help you port it.
